As a CCG, we work closely with Birmingham City Council and Solihull Metropolitan Borough Council to support Special Educational Needs and Disability (SEND) programmes and services in Birmingham and Solihull.
Some of the ongoing work, led by the CCG, to improve local SEND provision and processes across Birmingham and Solihull, includes:
- Improved multi-agency working across the SEND system in each locality to support better communication and co-operation
- Processes being established to secure timely health advice for statutory assessments for education, health and care plans
- Ensuring that CCG commissioning is appropriate and suitable to meet the needs of, and improve outcomes for, children and young people with SEND
- Training plans underway to help health providers contribute effectively to SEN support processes
- Standard processes being established to secure timely health response to SEN complaints, appeals and tribunals.
NHS Birmingham and Solihull CCG is a member of the Birmingham Children’s Partnership (BCP), which was formed as a result of the Ofsted and CQC inspection of Special Educational Needs and Disability (SEND) services in June 2018. This inspection, which was one of a number of inspections over the last two years, found that a stronger strategic partnership working was required for children's services in Birmingham.
Paul Jennings, Vice Chair of Birmingham Children's Partnership and Chief Executive Officer at NHS Birmingham and Solihull CCG, said: “We are clear that services need to improve significantly, and as quickly as is possible, so that children and young people in Birmingham have their needs met and are properly supported to allow them to lead fulfilling lives.”
The following five key work streams are the focus for the Birmingham Children's Partnership:
- Services for children with Special Education Needs and Disabilities (SEND)
- Children and young people affected by youth violence/contextual safeguarding
- Reducing the number of primary school exclusions
- Reviewing the cost and benefits of high cost placements and out of city residential provision, where possible providing alternative care closer to home
- Ensuring that services for children are focused on making early help work

Birmingham Children's Improvement Forum
In November 2018, 83 senior delegates across Birmingham attended the Birmingham Children's Improvement Forum. There were representatives from health and social care, education, police, third sector and parents and carers of children who use the services. The aim was to create a new narrative on how the leadership would improve children's services in Birmingham.
The Birmingham Children's Improvement Forum report summarises the key discussions from the event, showing the views, actions and ideas for improvement suggested by delegates during the day.
Solihull SEND services were inspected in a joint CQC/Ofsted visit October 2017. Although the inspection was positive and no written statement of action was required, the main findings and areas for development from the inspection report were used to develop a SEND action plan for Solihull.
The plan supports Solihull Metropolitan Borough Council and NHS Birmingham and Solihull CCG to work together with providers to ensure it meets the requirements of the Children and Families Act - improving outcomes and experiences for disabled children and young people, and those with SEN.
NHS Birmingham and Solihull CCG is a member of the Solihull SEND Programme Board, which oversees SEND services in Solihull. The board has a wide range of attendees, including voluntary sector Parent Carer Forum representatives. The board also oversees implementation of, and accountability for, the action plan, and works with stakeholders to refresh the plan on an annual basis.
